Committee of the Whole Meeting Recap – August 12

RCMP presented the July 2024 vs. July 2025 statistics report. No major concerns were identified. It was noted that at the end of July and beginning of August, drug busts resulted in the seizure of weapons and drugs. The RCMP continue to receive complains regarding ATV usage, and while on patrol have issued 8 tickets and 6 warnings.
Accessibility Terms of Reference
On December 3, 2023, the Government of Saskatchewan enacted The Accessibility Saskatchewan Act to improve accessibility and ensure all individuals can participate in their communities. The provincial government was required to complete their accessibility plan by December 3, 2024, while municipalities must develop and adopt their own plans by December 3, 2025.
For the City of Martensville, the first step is the creation of a Terms of Reference, which will guide the formation of the Martensville Accessibility Advisory Committee (MAAC). Once established, the committee will consult with the community and draft an Accessibility Plan for City Council’s consideration and approval.
The Accessibility Terms of Reference will be brought to the next Regular Council meeting for formal approval.
Economic Development Business Incentive Application
The city received an Economic Development Business Incentive Application from Western Ag Professional Agronomy & Northland Agronomy. They are proposing to build an office building at 60 Rutten Court, which will serve as a base for delivering science-based agricultural services through their team of consultants. Services include crop-specific support, analysis, and advice, as well as soil sampling designed to help provincial producers optimize productivity and yields. Based on their investment of over $1.2 million into the project, they would be eligible for a five-year property tax abatement.
The bylaw will be brought to the next Regular Council Meeting for formal approval.
Hazardous Household Waste Collection Day – August 23rd
The City of Martensville will be holding a Hazardous Household Waste (HHW) Collection Day on Saturday, August 23rd, 2025, from 9:30am to 3:30pm in the parking lot of the Martensville Sports Centre. Collection points will be set up in the lot and workers will guide residents to the appropriate collection point.
This event will give residents of Martensville the opportunity to dispose of a variety of hazardous household waste and chemicals that cannot be disposed of in regular garbage or recycling collection. Improper disposal of hazardous household waste can result in contamination of the environment, including waterways and greenspaces within the City.
Please make sure:
- All materials are brought in containers that will not spill/leak
- All materials are clearly labelled, and if possible, should be brought in original packaging.
- Unidentified materials will not be accepted
- Only household hazardous waste will be accepted – Commercial, industrial, or farm chemicals/waste will not be accepted

Back Lane and General Cleanup Program – Starting in September
The City of Martensville’s Fall Lane and General Cleanup program is back this September, giving residents the opportunity to dispose of items that are not accepted during regular garbage pick-ups. Our Public Works department, in collaboration with the Urban Camp, will collect eligible items on specific dates, which are listed below. This program helps reduce the amount of trash and debris left in back lanes, at the City Yard Waste Depot, and in business/contractor dumpsters.
Residents are responsible for ensuring their waste meets the criteria for collection. Any items not collected or not accepted under the guidelines must be properly disposed of through approved means to avoid penalties under the Waste Bylaw. Please note: This program is designed for residential yard cleanup waste only and is not intended for commercial or industrial waste.
2025 Collection Schedule
Residents that live North of Main Street will have their items picked up the week of September 8th – 12th. All items will need to be out by September 8th – 8:00 AM.
Residents that live South of Main Street will have their items pick up the week of September 15th – 19th. All items will need to be out by September 15th – 8:00 AM.
Please note that the City will be making one pass only. When can I place items out for collection? All residents with back lanes shall not place any items out in the lane until one week prior to pick-up each year. All residents without back lanes shall not place any items curbside until one day before pickup. Please ensure that the items placed in the lanes and curbside are not restrictive to traffic, and that lanes and curbs do not contain any items that you do not want removed. The City will not be responsible for anything left in the back lanes by residents. Please kindly keep the lane bordering your property maintained to ensure a safe and quick collection.
