Council Approves Motions and Bylaw Amendments at Final November Meeting

Martensville City Council met for the final time this month on Tuesday, November 19th. This meeting consisted of numerous items from previous meetings coming back for formal approval.

Firstly, administration provided updates from each department. Scott Blevins, City Manager, spoke about the proposed recreation facility and noted that he has been working with the consultant for facility footprint size details and has been going through potential site options.

For the Recreation and Community Services department, Ted Schaeffer stated that flooding for the outdoor rink at the Sports Centre will begin once boards are completed.

Matt Gruza, Director of Infrastructure and Planning provided an update regarding the construction that was completed at the intersection of Main Street and Centennial Drive, stating that it has already been observed that the improvements of the grades of the roadway and the addition of catch basins has substantially improved drainage in the area. There will be a follow-up meeting with the contractor to ensure that any work that was not completed this year will be done first thing in the 2020 construction season.

Bob Blackwell expressed concerns about the start of the overpass having only one speed limit sign of 40 km and then nothing until the 110 km sign. Also the divided lines are almost non-existent for the first few kilometres. Council will be sending a letter to the Minister of Highways expressing these concerns.

The agenda had several motions to approve including providing the Martensville Athletic Pavilion to the Prairie Sky Chamber of Commerce at no cost for the 2020 Martensville Business Expo, providing the Martensville Sports Centre to the Martensville Community Recreation Project at no cost to run their annual 3 on 3 Hockey Tournament fundraiser and the renewal of the RIIDE licenses in the community.

There were two amendments made to bylaws including to the Animal Control Bylaw, which will now include the option for residents to do bee-keeping within the community, subject to several restrictions.
